CIHI’s eDSS (electronic data submission services) screens will be changing in the near future. CIHi will be sending out detailed information in this regard.

When you log into CIHI Client Services, based on your facility the Data Type dropdown will contain only those applications (OMHRS, NRS, CCRS, DAD), your facility can submit for. The Period and Year will be selected from the dropdown, instead of typed in by the user. Select the Submission Data Type and upload for file the same as previously.

The very first time you use the new eDSS, you will asked to upload an Active X program. If you upload this program, you will be able to view your file upload progress by a status bar appearing onscreen. If you do not upload this program, the status bar will not show, and you will not be able to view your file upload progress. (Your file will still upload, only the status bar will not appear onscreen.)

As always, once the file is uploaded a message will appear at the bottom of the screen.

As well, the eDSS History screen has been updated.

OMHRS will be using CAP (Clinical Assessment Protocols) in place of the existing MHAPs, as of April 1st, 2010. Information on the triggers will be forthcoming the end of 2009, with a manual and clinical guidelines in early 2010.

5 Health Card Number
o With NRS, the HCN upon discharge, must be the same (number and version code), as upon admission. In Ontario, this is not always the case. Sometimes the version code changes during the client’s hospital stay. CIHI is reviewing this situation. Until this issue is resolved, the HCN entered on the discharge record must be the same number and version code as originally entered on the admission record.

10 Language
o Dropdown list updated

11B Postal Code
o The postal code on the follow-up assessment can now be different than the postal code on the admission assessment.

11C Province of Residence

Integrated Assessment Pilot

The CCIM has announce Erie St. Clair LHIN as the pilot LHIN testing the community-based Integrated Assessment Record. The Integrated Assessment project was created to enable collaborative care planning and service delivery. The project aims to facilitate the collection and sharing of assessment information. By sharing common definitions and fields, providers who share assessments will benefit from a more complete view of the client. Systems planners will have the ability to evaluate client outcomes across the continuing care sector.

“Erie St. Clair LHIN made a strategic decision to participate in the Integrated Assessment Pilot as it aligns with our mandate offering a local health care system that provides a seamless experience leading to better matches between services provided and multiple needs of clients. Our goal is to make effective and efficient use of the resources and capacity within the system. We look forward to launching this program and evaluating how it will support the interaction, interdependency and collaboration among providers across the sector.” Brad Keeler, Senior Director, Performance, Contracts and Allocations, Erie St. Clair LHIN

The pilot will test the use of shared assessment data to facilitate increased collaboration between health care providers in the circle of care, such as community mental health, inpatient and outpatient mental health, emergency departments and primary care. Implementation and training is planned for July 2009 with a full rollout of the pilot targeted at the end of summer 2009.

Steve Banyai, President and CEO of Consolidated Health Information Services (CHIS) said, “This is a significant pilot to support Erie St. Clair LHIN and the Province of Ontario’s initiative toward a comprehensive electronic health record. CHIS offers a region-wide shared service resource with the capacity to leverage its skills, expertise and technology to deliver current and emerging health care IT systems integration across the Erie St. Clair LHIN. The integrated assessment pilot is a great example of how we will develop our growing mandate to play a leading role in harnessing IT and innovation to improve client care and access in support of the government’s health strategy.

Enabling Healthcare Providers
The creation of the integrated assessment will benefit clients, healthcare service providers, and the health care system. The pilot will explore many benefits including:

 Improved client experience as community providers work closer together to plan and deliver services. Assessment information will be accessed safely and securely and will be available at more points of care. An integrated assessment record will provide community care providers with a better understanding of clients’ needs and services where treatment is concurrent.
 The integrated assessment data will assist Local Integrated Health Networks and other Health system planners in planning investments and assessing outcomes within community care.
 The integrated assessment record will simplify the integration of client data into an electronic health record by codifying and mapping information. A single source of community assessment data will provide interim clinical benefits until the electronic health record is available to community health care providers.
